Is Koga a Gym Leader in Gen2?

No. Koga is an Elite Four member in Gen2. Janine replaces him as Fuchsia City's Gym Leader.

Who is the Viridian Gym Leader in Gen2?

Blue is the Viridian City Gym Leader in Pokémon Gold, Silver, and Crystal.

Are Gen2 Kanto Gym teams the same as Gen1?

No. Kanto Gym Leaders have different teams and levels in Gen2, and the region is part of the postgame.
