What Is a Baby Pokémon?
A Baby Pokémon is the lowest stage of an evolution family that cannot breed, while at least one of its evolved forms can breed.
Baby Pokémon normally belong to the No Eggs Discovered Egg Group. They can evolve, and their evolved relatives generally move into Egg Groups that allow breeding. This mechanical relationship—not size, cuteness, or the ability to hatch from an Egg—defines the category.
Not every Pokémon in the No Eggs Discovered Egg Group is a Baby Pokémon. Legendary Pokémon, Mythical Pokémon, and other non-breeding species do not qualify when they do not evolve into a breedable stage.
Generation II introduced Pokémon breeding and the first Baby Pokémon. Many babies were added generations after their adult relatives, while Togepi, Riolu, and Toxel debuted in the same generation as their evolutions.
Some later games allow Baby Pokémon to be caught in the wild. As a result, being obtainable only through breeding is not a reliable definition across every game.

Baby Pokémon Breeding and Incense
Baby Pokémon cannot breed themselves, so breeding uses a compatible evolved member of the family instead.
Between Generations III and VIII, nine later-added Baby Pokémon used a specific Incense breeding rule. Azurill and Wynaut required their Incense from Generations III–VIII; the seven Baby Pokémon introduced later required theirs from Generations IV–VIII. Without the relevant Incense, breeding normally produced a higher stage from the same family instead of the Baby Pokémon.
Starting in Generation IX, the breeding requirement was removed. These evolutionary lines produce the Baby Pokémon without requiring the corresponding Incense, although available species and breeding systems still depend on the game.
